Kelly is a Hair Color Specialist and Balayage Artist and Hair Stylist at David Rios Salon in Georgetown. With more than 20 years of salon and freelance experience in Washington, D.C., Kelly has provided his professional services to hundreds, including those famous in the worlds of international politics, news media and entertainment. His work has appeared numerous times in print, media, film and television. Constantly traveling and learning new things, Kelly is always a creative force and promoter of the latest hair color fashion trends. He is a native Washingtonian and speaks French.


Acclaim, Education, Licensing and Association

Kelly was named among Top Colorists in Washington, D.C. by Washingtonian Magazine in 2005, and is a fellow of the American Board of Certified Hair Colorists. He received his Cosmetology diploma from the Hollywood Beauty Academy, California and his initial licensure  in Washington, D.C. and Baltimore, Maryland in 1982. He is a licensed Cosmetologist and Cosmetology Manager in Washington, D.C., and a L’Oréal Professionnel Certified Balayage Artist.
